Comprehensive measures to improve the healthcare system are presented
President Shavkat Mirziyoyev reviewed a presentation of proposals aimed at improving the healthcare system, enhancing the quality of medical services for the population, and increasing the effectiveness of reforms being implemented in this field.
The presentation discussed measures developed to improve the prevention and treatment of acute cardiovascular and cerebrovascular diseases.
According to the plan, starting from May 1, 2026, the national program “Fight Against Heart Attack and Stroke,” developed on the basis of the international programs “Stent for Life” and “Action Plan for Stroke,” will be implemented in the Samarkand region and the city of Tashkent. From October, the program will expand to Andijan, Namangan, and Fergana regions, and from 2027 – to other regions.
Within the framework of the national program, annual surveys among the population over the age of 30 are planned, followed by targeted medical examinations in identified risk groups. The introduction of emergency medical care algorithms and clinical pathways is also предусмотрено.
In accordance with international standards, the “golden hour” time regulation principle will be introduced when providing emergency medical care for these diseases.
The presentation also introduced measures aimed at expanding the material, technical, and digital capabilities of emergency medical services. In particular, ambulance teams will be equipped with telemetric electrocardiographs and defibrillators with monitors. AI-based analysis and transmission of ECG results through the information system will be enabled, as well as real-time data exchange between teams and hospitals.
In inpatient facilities, AI-based stroke diagnostics will be introduced and patient pathways will be digitalized. Hospitals will be supplied with thrombolytic drugs and the necessary consumables for emergency surgical interventions.
Non-governmental medical organizations will be involved in providing emergency inpatient medical care, while medical services rendered in cases of acute cardiovascular and cerebrovascular diseases will be financed by the State Medical Insurance Fund.
Within the national program, an electronic register of patients and populations at risk will be maintained in the “Electronic Healthcare” information system.
Special attention is also given to preventive and awareness-raising activities among the population. The dissemination of social videos, infographics, animations, and short video clips through media and social networks is planned, along with the installation of billboards and banners near markets and shopping centers, and the organization of seminars and trainings in educational institutions, enterprises, and mahallas to enable early detection of heart attack and stroke symptoms.
In addition, as part of the international “FAST Heroes” program of the “Angels Initiative,” special lessons for schoolchildren will be organized. Every year on September 29 – in connection with World Heart Day – and on October 29 – World Stroke Day – free mass events are planned to measure blood pressure, sugar and cholesterol levels, and to improve public literacy in emergency care.
It was noted that 239 billion soums will be allocated for financing the program in 2026, and from 2027 – 280 billion soums.
The presentation also reviewed proposals for further improvement of blood services in 2026–2030.
Taking into account the growing demand for blood products, targeted measures have been developed to expand service capacity and fully cover the needs of healthcare institutions for blood and its components.
In particular, based on World Health Organization recommendations, it is planned to increase the number of blood donations from 10 to 30 per thousand people, expand blood reserves from 150 thousand liters to 450 thousand liters by increasing total donations to 1 million, and increase the number of voluntary blood donors from 300 thousand to 900 thousand.
Based on advanced international experience, standard operating procedures, safety protocols, and modern screening methods aimed at ensuring the safety of blood and its components will be introduced. At the same time, professional knowledge and skills of blood service personnel will be improved, the material and technical base strengthened, and the development of voluntary blood donation supported.
To fundamentally improve the blood management system, a process management system based on the cycle “demand – processing – delivery” will be introduced.
Within the digital platform, the information system “Electronic Accounting of Blood Products” will be implemented, ensuring control over the movement of blood and its components and enabling integrated order placement linked to emergency medical care.
It was noted that 308 billion soums are allocated for financing blood services in 2026, and a total of 1.75 trillion soums for sector development in 2026–2030.
During the presentation, information was provided on the results of a study of the activities of specialized scientific and practical centers and clinics of the republic.
In September–December 2025, working groups conducted a comprehensive assessment of the activities of 37 republican-level medical centers and clinics and identified a number of organizational and managerial shortcomings. To eliminate them, a 27-point action plan was developed, covering areas such as improving the quality of medical services, systematizing work with regions, improving management systems, personnel and research activities, financial discipline, and efficient resource utilization.
The issue of involving foreign experts in reforming the healthcare system was also considered.
Technical conditions for reforming the public health system, healthcare planning, and the national laboratory system have been developed. To implement these measures, it is proposed to involve 25 international and 19 local experts.
A project for the modernization of the Republican Oncology Center and its regional branches was also presented.
In 2021, in cooperation with the Islamic Development Bank under the project “Modernization of Oncology Institutions of the Republic of Uzbekistan (Phase II),” 119 types of medical equipment worth a total of USD 61 million were procured for the new center complex and its 13 branches. It is planned to procure an additional 5 types of equipment worth USD 5.6 million.
Through the attraction of additional funds amounting to USD 10 million, it is proposed to purchase 1,027 units of medical equipment of 80 types for the center, as well as a cyclotron and a radiosynthesis laboratory for the production of radiopharmaceuticals.
The Head of State was also presented with information on ongoing efforts to develop the pharmaceutical industry and ensure the population’s access to affordable and high-quality medicines.
It was noted that the pharmaceutical industry is currently becoming one of the most dynamically developing industrial sectors. Today, 156 projects worth USD 2.3 billion are being implemented in the sector. In 2025, USD 362 million in foreign investment was absorbed and more than 2.4 thousand new jobs were created.
Industry enterprises produced goods worth 7.3 trillion soums, and exports of medicines and pharmaceutical products to 55 countries amounted to USD 220 million.
As a result of recent reforms aimed at ensuring medicine quality and reducing bureaucratic procedures, entrepreneurs have, for the first time, begun organizing the production in Uzbekistan of 130 types of imported medicines based on technology transfer.
In addition, through the revision of reference prices for 2,000 types of imported medicines, wholesale prices were reduced by 40–60 percent.
During the presentation, the need to further improve the quality and accessibility of domestically produced import-substituting medicines, create necessary conditions for investors, expand production and laboratory capacities, and establish a transparent quality control system was emphasized.
Having approved the proposals, the President signed the relevant decisions. Responsible officials were instructed to ensure timely and high-quality implementation of the planned measures and achieve concrete results in the reviewed areas.
